Currently i’m going back and having to re drop in my assets to take to the new template
If i modify a master slide after my program is built is there an easy way to have that update all the affected slides?
I suppose you missed the option ‘Reset Master Slide’ which is available for each slide in Properties panel.

There are many more recent posts about themes in 11.5
If by a template you mean a cptl file, please do not use that type of files, causes too many issues.
Design consistency in Captivate is achieved by creating a custom theme, which includes Theme Color palette, Theme fonts, all object styles, Master slides, Skin setup and eventually Recording Defaults.
I will post a link in a separate comment to a blog post where I explained the difference between a theme and a template. If you are using the most recent version 11.5.1.499 it is even more important to understand themes.
