This is kind of a brain teaser, I have SVG images turned to buttons with multistate colour changes, while this works well when published with SCORM enabled HTML5, it does not when published as HTML5 with SCORM disabled.
I use HTML5 with SCORM disabled for review purpose.

Do you use Preview HTML in Browser? At least if it is a non-responsive project.?
It seems so strange because just turning off Reporting, how can that be linked with buttons not functioning? Some details must be missing because I cannot even imagine why this happens.
Yes, previewed it in the browser, published as HTLM5 and verified, and it is a responsive project.
unfortunately, cannot share the source file (company-owned).
Anyways, does not cause measurable harm as SCORM works as expected, but need to understand this behaviour sometime.
Seem impossible to me, never heard about such an issue. Why would a button behave differently when used with or without reporting? Did you check if you can reproduce the same problem in SCORM Cloud? If it works fine in that standard LMS, the problem is with your LMS.
Personally I use shape buttons since they appeared with version 6. States have changed with recent versions. Can you please post a screenshot of the Object state panel of that button?
