How do I find the place to modify the definitions that go with the phrases in the Learning Interaction template called Word and Phrase Button Layout? I see the phrases in the timeline, but, I don’t see the definitions so I can change them to match with the words.
I have watched a lot of videos, but, I have not found one that works like this. I am using Captivate 2019.

Try clicking on the area where the words would appear and see if you can edit the state views. I am imagining that the various phrases are different states of the object where they appear. Again, I don’t know for sure. A screenshot of what you are seeing could be helpful in troubleshooting.
Michael, it looks like you suspect that the OP is using a Ready-to-go slide from the Quick Start Projects. However I don’t know those projects rather well, and cannot situate any slide ‘Word’ nor ‘Phrase’.

I would love to help you, if I could understand your question. It may be just a terminology issue.
AFAIK there is no Learning interaction with name ‘Word’ or ‘Phrase’. A learning interaction always opens a dialog box where you can edit some features. Learning Iteractions are found under the big button ‘Interactions’. You talk also about the way they show up in the Timeline panel, but each interaction will appear there as one object, not as multiple objects. Could you explain more in detail how you inserted what you mean, maybe insert a screenshot?
As for the version number: there are many releases under the common name C2019. Please provide the full version number as can be found under Help, About Captivate.
