Hello! If you are referring to the all-new Adobe Captivate, then it is by-default a responsive authoring tool.
Hi! Yes, Adobe Captivate 2019 allows you to create responsive projects.
Since many years Captivate can create responsive courses. Most recent version 12 only creates responsive courses, but that comes with a lot of limitations. Prevous workflows in multiple version were Breakpoint views and Fluid Boxes. Also with limitations but less. A valid alternative is to publish a non-responsive project as Scalable HTML, but it will be restricted to landscape mode.

Most recent version 12 can only create responsive courses. Beware: that leads to a lot of limitations. Previous versions had two more workflows to create responsive courses but also allow to create rescalable HTML output which could be a valid alterantive and is not due to those limitations. Those workflwos are Breakpoint views and Fluid Boxes. In version 12 everything is mostly canned, bit similar to Rise from Articulate.
