Hi! Congrats to you as your university is so supportive. I think Adobe Captivate has subscription plans that may suit you. Please check this link https://www.adobe.com/in/products/captivate/buying-guide.html. If your university is willing to buy multiple licenses, then the Education plan is suitable or else you will have to go with the Individual plan (US 33.99$/month).

This used to be the case for perpetual licenses in the past, but it depended also on the country you are living. Can you contact the local Adobe office? I am just a user like you.
