1280 x 720 is too large (content overfills screen so viewer cannot see slide without scrolling up/down to view top and bottom of slide)
1024 x 627 is too small (content only fills half of screen, while the rest is whitespace)
It is impossible to give a simple answer. You need to know which browser or which LMS will be used. Each browser takes up some px horizontally and vertically which need to be taken into account. Moreover, if you use a playbar which is not in overlay, that will also add pixels which are no longer available for the course.
If you don’t want to create a responsive project, I would recommend to publish to HTML with the option ‘Scalable HTML’ activated. The course will the fit in whatever browser/LMS you use by automatic rescaling. There may be some empty space either horizontally or vertically, but no scrolling will be needed.
