It is quite a while ago since I used Presenter, trying to understand your question correctly. It used to be possible to add sort of a Table of Contents to Presenter, which could also include the Notes you added. That TOC would appear separately from the main window and could be used to navigate as well. Did you activate that feature? This would show the slides and the notes to the learner.
